The bill requires that AI models be reviewed and approved within 30 days before they are made available to consumers.A complete list of copyrighted works in the model training dataset needs to be submitted to the Copyright Office. When the training data set of an existing model "substantially changes", it must also be submitted to the Copyright Office in a timely manner.Financial penalties for violations will be determined on a case-by-case basis by the Copyright Office based on factors such as a company’s history of violations and the size of the company.
"AI has the potential to be disruptive and will change our economies, political systems, and everyday lives," the congressman said in a statement. "We must balance the tremendous potential of AI with the critical need for ethical guidelines and protections, so my proposed Generative AI Copyright Disclosure Act is a critical step in that direction. It champions innovation while protecting the rights and contributions of creators."Make sure they understand their work’s contribution to the AI training dataset. This is an initiative to respect creativity in the age of artificial intelligence and combine technological progress with fairness.”
