According to CCTV News on January 19, the CPC Central Committee and the State Council issued the Outline of the Plan for the Construction of a Stronger Education State (2024-2035) (hereinafter referred to as the Outline of the Plan), which is geared toward the development of a stronger education system by the end of the decade. The goal of building a strong education nation by 2035 is important for accelerating the development of the education system.A comprehensive and systematic deployment has been made to build a strong educational country.
The Outline of the Plan specifies the main objectives by 2027 and 2035, and deploys key tasks in nine areas:
- Shaping a new pattern of establishing morality and cultivating new people of the times who will take up the great responsibility of national rejuvenation;

The Outline of the Plan states that artificial intelligence will be promoted to help transform education. Facing the development of the digital economy and future industries, it will strengthen the reform of the curriculum system and optimize the setting of disciplines and specialties. Develop and improve digital literacy standards for teachers and students, and deepen the construction of AI-assisted teacher teams. Build a big model of artificial intelligence education.Building cloud-based schools, etc. Building a school based onbig dataand artificial intelligence-supported educational evaluation and scientific decision-making systems.. Enhance cybersecurity and strengthen data security, artificial intelligence algorithms and ethical security.
The Outline of the Plan mentions the implementation of a national strategy for the digitization of education. It adheres to application-oriented and governance-based approaches, promotes integration, intelligence and internationalization, builds a strong and effective national public service platform for smart education, and establishes a digital education system with horizontal and vertical coherence and synergistic services. Develop new digital education resources. Build a national education big data center, and set up a dedicated education network and an arithmetic sharing network. Promote the construction of smart campuses, explore effective ways of digitally empowered large-scale material-based teaching and innovative teaching, and actively adapt to changes in learning styles. Build public products such as the World Conference on Digital Education, the World Alliance for Digital Education, the Global Digital Education Development Index and authoritative journals on digital education.Promoting quality catechism courses (large-scale open online courses) to go abroad.
