The proposed business scope of the AI Standardization Technical Committee covers five aspects: basic general use, basic support, algorithm model, operation and maintenance management, and security governance:

  • In terms of basic and general aspects, standards for artificial intelligence terminology definitions, evaluation and testing, reference architecture, and operation and maintenance will be formulated.

  • In terms of basic support, standards for artificial intelligence data sets, basic hardware, software platforms, etc. will be formulated.

  • In terms of algorithm models, standards such as basic artificial intelligence models and industry big models will be formulated.

  • In terms of operation and maintenance management, formulate standards such as application maturity, application development management, and application guidelines for large-scale artificial intelligence models.

  • In terms of security governance, standards should be formulated for artificial intelligence risk identification and prevention, security governance, scientific and technological ethics, data security, and information security.

The Artificial Intelligence Standardization Technical Committee (Preparatory Committee) of the Ministry of Industry and Information Technology is planned to be composed of a chairman, vice-chairmen and members. The chairman is planned to be an authoritative expert; the vice-chairmen are planned to be experts from research institutions; and the members are planned to be experts from relevant artificial intelligence companies, research institutes, universities, associations, third-party institutions, etc. The secretariat is affiliated with the China Academy of Information and Communications Technology. The affiliated unit will provide the secretariat with necessary working conditions and supporting funds.

After its establishment, the Artificial Intelligence Standardization Technical Committee (Preparatory Committee) will carry out three aspects of work:

  • Focus on common industry needs and accelerate the development of key standardsFollowing the principle of giving priority to urgent needs, we will focus on the layout of basic common standards for artificial intelligence with large models as the core, and accelerate the development of key artificial intelligence standards such as basic support, basic software and hardware, basic and industry models, industry common application scenarios, trusted governance and scientific and technological ethics.

  • Carry out standard implementation and promotion to promote the implementation of standardsStrengthen ties with industry alliances, industry associations, key enterprises and local governments, carry out standard promotion and training for all links in the artificial intelligence industry chain, guide enterprises to meet standards in R&D, production, management and other links, and improve the effectiveness of standard implementation.

  • Accelerate the layout of international standards and promote international industrial cooperation. Strengthen exchanges and cooperation with major international standardization organizations in the field of artificial intelligence standardization, actively participate in the formulation of international standards, promote the transformation of international standards into domestic standards, and promote the coordination of international and domestic standards.

The business scope of the brain-computer interface standardization technical committee preparation plan covers:

  • Carry out the formulation and revision of basic common standards such as typical paradigms of brain-computer interfaces.

  • Carry out the formulation and revision of key standards for input and output interfaces such as brain information collection and preprocessing.

  • Carry out the formulation and revision of key standards for brain-computer interface data, such as brain information encoding and decoding, data communication, and data visualization.

  • Carry out the formulation and revision of technical standards and testing specifications for brain-computer interfaces in application fields such as medical care, health, education, industry, special and consumer electronics.

The chairman and vice chairman of the Brain-Computer Interface Standardization Technical Committee (Preparatory Committee) of the Ministry of Industry and Information Technology are expected to be invited to be responsible persons from relevant departments and research institutions, and the committee members are expected to be industrial and technical experts from enterprises, research institutes, universities and other industries in the field of brain-computer interfaces. The secretariat is affiliated with the China Electronics Technology Standardization Institute. The affiliated unit will provide the secretariat with necessary working conditions and supporting funds.

Work plan after the establishment of the Brain-Computer Interface Standardization Technical Committee (Preparatory Committee):

  • Optimize and improve the standardization roadmapOrganize all parties involved in the production, education, research and application of brain-computer interfaces in China to focus on industry hot spots and industrial development needs, accelerate the research on the standardization roadmap of brain-computer interfaces, clarify the key directions and research priorities of brain-computer interface standardization, and coordinate the formulation of brain-computer interface standards.

  • Accelerate the development of key technology standards. Focusing on EEG acquisition, signal acquisition and processing, signal output/execution, feedback and other links, we will carry out research on input and output interface standards such as brain information reading and writing, data format, transmission, storage, representation and preprocessing standards, and brain information encoding and decoding algorithm standards. Aiming at typical industry applications, we will organize preliminary research on industry applications and safety ethics standards in the medical, health, education, entertainment and other industries.

  • Promote the implementation of standards. Focusing on the whole process of brain-computer interface application, we will propose terminal product evaluation standards and testing and certification methods, carry out standard promotion, guide enterprises to meet standards in R&D, production, management and other links, and effectively promote the industrialization of brain-computer interfaces.
